New shipping label page problems

To ship my packages I use laser printer and  adhesive labels . They comes 2 per page. There is a space between labels . Each printed label have CUT ALONG LINE sign in a middle. However the place where this message should prints have only glassline paper which does not absorbs laser toner. Next  that amount of  toner transfers to the printer roll and from there back to the paper which makes mess on the next label. Sorry for confusing story, I am attaching images to explain . 

Is anyone have same problem with new shipping labels?

That's one I haven't run into but I am using plain paper.

I did notice that something is definitely off ad different about the header and footers on the page and that the labels are not printing the same exact dimensions as before,  It also seems to be missing a block at the top above the header. Maybe (?) That could be part of the issue?
