New bulk tool - service not available?

I have a couple of labels to print out.  One is a regular order. The other is the GSP (global shipping program).  I print the labels on my printer using the ones that have two 5x8 labels on a single sheet of paper so like it when I get orders in the factor of 2.  So I go to purchase and print them out, and see this message:

Bulk shipping for these items shipped through the Global Shipping Program is available on the new bulk tool

The bulk tool URL is: http://bulk.labels.ebay.com/postage/create?  but it says service not available.  **bleep**?

Has anyone else encountered this issue?  So now I have to print the f'ing labels individually.

I know this is kind of old, but it comes up on google.

It's been down for quite a while, I haven't bothered trying to call ebay about it since I don't have a couple of hours to waste with their customer support.

The exact error message is:
Http/1.1 Service Unavailable

Which basically means the "new bulk tool" isn't online right now. Best option I've found is to print the labels off using the normal bulk shipping page, then go back and print the internation GSP packages 1 by 1.

If we are doing them individually, doesn't the defeat the point of having a USPS Scan form? Since half the time USPS doesn't scan out packages which counts against you as a top rated seller.

I don't think the "New Bulk Tool" was ever live. To make things worse, the old bulk shipping would randomly skip labels from time to time, lately more often.

here it is december 2017 more than half a year later and it is still not working. or there may be another answer i wonder if it is for premium and anchor store owners only. sadly we may never hear on this. but gonna email griff about it and see if anything comes back.

Still not working. What a joke. Not a big deal to me but really unprofessional from an IT standpoint. I mean seriously...

here it is may 2018 and nothing from Griff or anyone from ebay. Griff (ebay radio) has a lot of pull so if he cant get some info on it then it seems like it never was a real thing just an idea that was dropped...

The "new bulk tool" was a feature that was discontinued in 2015. Kind of shameful that the link is still there, but I just got it today, three years after the service was killed... I guess I'm not too surprised.

Link remains dead despite the error message calling it a "NEW" Tool. Will this EVER be fixed by eBay???

Sorry, 'bulk.labels.ebay.com postage create' does not exist or is not available.
