They got rid of the GSP and tried to spin this off like it's the greatest thing, when in fact it offers the same (aka none) protections as the old International shipping...
I just had a buyer open an INR case, but I can't see it on my end.
Clearly ebay USA doesn't have my back, with GSP my obligation was over so long tracking stated delivered to the USA GSP hub. This is not so for the new International shipping.
Instead, ebay from their country contacted me through messages and is basically stating that I must provide all sorts of information:

The proof of delivery should contain following information:
Name of postal carrier
Status "delivered" and date of delivery

Your name and address
Tracking number (if available)
This information must be in line with the postal address provided by the buyer. The proof of delivery should state that the item has been delivered to your buyer, including their name and address.
If you provide a tracking number:
Also add the name of the postal carrier. We need to be able to confirm the tracking status and have access to same information online that is required for a valid proof of delivery.

I have submitted all that but of course the package is stuck at their shipping center "awaiting buyer to pick up" because "delivery failed" several times... Which means the status is "In Transit" and not "delivered." Could it be the buyer "conveniently" opened the INR knowing full well as soon as they get their refund they can go retrieve the package?
I don't know, but it's the last international sale I've completed.
Yes sir, please be careful opting into this EIS, I just opted out and will not be participating any longer, good thing it was a relatively inexpensive item.

I'm glad you got it resolved. eBay in Germany can be difficult to deal with, try to avoid them and contact eBay in the US should you have an issue again.

Oh and I can't actually attach images as requested to the reply to ebay.(foreign country) because that option simply does not exist.

They have your back. DO NOT REFUND. Ebay will do it. If you get a negative, they will refund it. Go to the actual sale. Click on the tracking #. Did it arrive to Illinois? If yes, see if you see a new tracking #. LOOK at what is the latest estimated arrival date now.
Do not refund. I would tell the buyer to wait until 24 hours have passed since the arrival date. If it already passed, I would contact ebay and have them refund the buyer. It's THEIR responsibility.

It clearly arrived at the shipping hub in Glendale Heights, IL.
Then another tracking number was issued to which I do not have access.
Far as I'm concerned my obligation should've ended when it arrived at the shipping hub.

UPDATE:
I contacted ebay through facebook and they said they've contacted the shipping hub and the case will be closed in my favor. Still really odd thou that a case can even be opened that I can't see from my seller's hub...
I see there's no more Resolution Center either.
I may end up opting back in but I'm still feeling a bit unnerved.

Yeah for sure, I wasn't getting anywhere with them... I thought for sure my money was going to get refunded since clearly I couldn't show tracking showing "delivered" not to mention I couldn't quite upload the screenshots they were asking for... Once I contacted ebay on facebook things got on the fast track to resolution.
Still baffles me that a foreign buyer can open a case on ebay.de and I don't show anything on my end, it's a good thing I actually checked my messages too since all too often it's just "do you need a $50,000 loan?"

That's it $50,000. Mine shows $150,000. Anyway, join. My understanding of the program is that there is NO risk to the seller except maybe getting your blood pressure up in some cases. What I want to know is if the buyer gets an email from ebay with the new tracking #. I will need to ask my 2 buyers.
Rejoin the program. Sales are dreadful and any sale is a good sale nowadays.

Old resolution center is gone @tabcu51 - instead you can access everything through seller hub.

System will default to open requests so on this one you'd have to change the filter to closed requests to see the details. It should be there.
The reason you were contacted by eBay.de CS is because the buyer purchased the item on .de not on .com. eBay policies on the site where the buyer purchased are in effect when any kind of request or claim is filed.
But, as you discovered, with EIS you're covered in these situations so contacting CS to get it handled was the right move.

I’m confused and I wish I knew what this means. My item has shipped using two different methods of tracking and it has been nearly two weeks.
I miss buying things and they just use Royal Air Mail.
