Back in April, I bought an item that turned out to be a scam. I got an email telling me I'd get a refund which I have NEVER gotten. I have been all over this site looking for an answer and cannot find who to contact now that the email claimed it was "resolved." Is there really a place to ask or am I wasting my time and obviously MONEY that will never be refunded?

You can try contacting customer service. OR file an item not received refund request on paypal. You have 180 days from date of purchase to file the request on paypal.
The refund is supposed to go back to your funding source of bank or credit card.

Or you can also contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
They may take a few days to get back to you if you use social media.
