You enter the methods by which you are willing to ship. You can choose more than one. When setting up the listing(or revising) you will see add additional.
I use only USPS as it is too far away for me to drop UPS, or FedEx shipments.
Buyer pays you when they pay for the purchase. The money goes to your PayPal account. eBay does not have your money.
You can purchase a shipping label on eBay. That will come out of your PP funds.

You can copy the shipping address provided, and take the item to the shipper to pay if you do not want to ship with an online label. If you do not print the label online be sure to add the tracking # to the sale details on ebay.

If you added USPS shipping for the item listed it would depend upon the choices that you provide. It would also depend upon the choice made to "pass along the online discount" to the buyer, or not, and what shipping options you offer.
Now it gets a bit complicated. I do not pass along the discounts. The little extra helps to pay the fees. (we pay PP fees, and eBay FVF on the shipping paid by the buyer)
When I use calculated shipping I offer:
Retail Ground - that is shipping done at the Post Office. You can not print an "online" label for that. Zones 1-4 is for hazardous materials(or live shipments) only. Zones 5-9 OK for your item. If you took that item to the Post Office for zones 1-4 you would have to pay Priority at the counter price. If you offer Retail Ground, and the buyer chooses that it does not mean that you have to take the item to the Post Office. You just need to use a service equal to, of faster than that to ship. Retail Ground, you would pay USPS the full amount that the buyer paid you. You would be out the additional 10% FVF on that amount.
Priority - online labels are given a discount. The Priority "online" label will be cheaper than shipping "Retail Ground, or "Priority" at the Post Office. You would pay less for the label than what the buyer paid you if you are not passing along discounts. (helps to cover the PP fee, and eBay FVF on the shipping paid by the buyer)
You can offer "Parcel Select". It is a ground service with "online label" printing, but with all the rate changes the cost is almost the same as Priority. Generally just pennies, and up to $50 insurance is automatically provided with Priority.
Be very sure to input the correct packed up shipping weight, and dimensions accurately to get the correct charges. USPS may do a charge back to you for any errors with their automated verification system.

I offer 1st...... Retail ground, and 2nd choice Priority.
Then I ship by Priority with an "online" label.
I never offer, or agree to "overnight, or Express shipping.
If there is a problem........ return..... other...... the seller has to refund the full shipping paid by the buyer.

As you are new to selling the funds for the shipping will not be available as the payment will be placed on hold. You will have to pay upfront for the shipping, then after the payment has cleared you will get the money back. This is a safety measure incase you do not ship the correct item. New sellers usually focus on light weight items as they will have a lower cost in shipping.

PayPal is something like 3% +.30 cents for domestic sales. The final value fee for shipping is just under 10%. With USPS if you use first class package for items under 1LBS and priority for items over 1LBS, Purchasing the label online will get you a discount lower than the retail cost. This will usually cover the final value fee for shipping and give you a little extra to cover some of the cost of packing materials.
Really PayPal's fee's are the least of your worries and the majority of the fee's for selling will come from eBay. Plus PayPal takes their fee's out right away so you do not have to worry about not spending their cut. eBay's invoice will come around the 16th and is due by the end of the month. The first half of the month if you go to the account tab and select seller account it will show you your unvoiced amount due for the next month so you can get a idea what you will need to set a side and not touch in your PayPal balance for the next invoice.

Ok I ended up going with calculated shipping and selected UPS Ground or local pickup. Ebay failed to warn me that they do not sell UPS Ground labels for purchase from them so I chose Fedex ground instead. Fast enough. Even though I bought a label from Ebay, why do they still charge me a Final Value Fee on shipping when it wasn't my choice how much the shipping would be? The fees were more like 10.3% of the FVF and 4% FVF off the shipping label totaling over 14% FVF. Paypal Fee was about 5% of the final value so 19% in total and it takes quite a hit.
Main questions of why I am here.
The bulk of the buyer's payment went straight to Paypal without the FVF and Shipping label being deducted from the payment. Now the FVF is waiting to be "invoiced". Why don't they just take it out of the payment?
All these things are difficult to find amongst the vast array of menus and hidden categories
- How do I pay for the FVF and Shipping label? If I do it from my paypal account will I be charged a fee? I want the transaction to be all kept on the same payment medium. Ebay sure makes this whole process aggravating.

Because eBay always charges a final value fee on the buyer's total payment including shipping and handling. It's based on the buyer's payment and is not connected to how you actually ship or where you purchase your shipping service.
Your eBay fees are invoiced once per month. Most sellers have an automatic payment method set up, and eBay collects the payment about 2 weeks after the invoice is sent. Half of eBay sellers get their invoice on the first day of the calendar month; the rest, on the 15th. If you purchase FedEx shipping through eBay, that will be charged on your invoice. The fee for a FedEx label is charged when the package is scanned into the FedEx system.

The final value fee is the same rate for the buyer's entire payment, including the item price and the shipping and handling. For a seller who doesn't have a store subscription, that rate is 10% is most categories.
