When was the purchase?

What was the estimated delivery date on ebay? 
Is there tracking and if so, is there movement?

One day past the last given delivery date you can file an item not received case.  I would wait one extra week to allow for shipping delays.  You only have 30 days from the last given date to file so watch the time and don't wait until the last few days.

Click the choice I did not receive the item on your purchases page.

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.
