Multiple item shipping question

I have multiple pieces of the same item available. I have set shipping to subtract $1.00 for each additional item purchased but buyers continue to be charged the full shipping price on each item. (ie. one button costs $1.20 to ship, each addl is supposed to add just 20 cents but it comes out to $1.20 for each button) Any suggestions would be greatly appreciated! Thank you!

Instead of using the Site Preferences > Shipping preferences

and creating a rule, why not used fixed rate shipping (same price regardless of buyer's location) and specify $1.20 shipping for the first item, and .20 for each additional item purchased?

It sounds like you will be shipping using first class LETTER, which does not include tracking.  If so, you will be affixing stamps onto the envelope and mailing at the post office.  Without tracking, if the buyer claims non delivery, you WILL be refunding item cost plus shipping paid, since you will not have proof of DELIVERY.
