Shipped an item to the buyer, it has not been delivered according to USPS tracking. I can't submit a request for help because it is addressed to a "third party reshipper". What can I do to find this package?

There have been reports that USPS is no longer offering tracking for delivery to freight forwarders.
If that is indeed the case, do you know for absolute certain that it has not been delivered?
If I were you I'd wait until I hear something, if anything, from the buyer.
NOTE: I am now using FedEx to ship to freight forwarders; FedEx does provide tracking showing the item was delivered to the freight forwarder's address.

I checked the last 5 orders I shipped to forwarders (Florida & Delaware), 3 of the 5 had Delivered scans the other 2 had Delivered to Agent scans.

Same here. I've shipped to 4 different forwarders in the past 3 months (2 Florida, 1 Delaware, and 1 Arizona) and there were 2 Delivered scans, 1 Delivered to Agent scan and 1 Picked up at Post Office scan.

Do I file a claim through USPS for the missing package or do I go through ebay shipping?

You as the seller file a claim with the shipping carrier you used, assuming it was insured by you for the service purchased. That claim with the carrier is independent of a refund being issued to the buyer.
