I have two different orders that are both missing/delayed. They were ordered on 12/10 and 12/11. I paid for USPS Priority Shipping for both items so that they would arrive in 1-3 business days. One was not shipped out from the seller until the 14th and there has been no shipping updates since the 15th. The other, no updates since the 13th. I realize there are major delays but what are we supposed to do? I don’t have my Christmas presents! If I request a refund, what happens when they show up a week later? I did find out that the one that was sent out on the 14th was actually sent First Class instead of Priority which was listed. How can they do that? I wouldn’t have bought it because I needed it quick. Shouldn’t I at least be refunded for the shipping that was supposed to be guaranteed? I know eBay is saying to be patient but I’m gonna have to go out on Christmas Eve and try to find replacement presents! So I will be paying for presents twice! If they refund my money, I don’t want to have to go to the trouble of returning the items when they come in AFTER Christmas when they aren’t needed.

Your seller is not going to refund as your item is currently in transit.
It is all over the news (and has been for weeks) about the significant shipping delays due to Covid.
Be patient.
Print out a photo of the listing and wrap it up.
2020...everything is different this year!
We all have to adapt.

be patient (preferably) or be impatient and force a refund via ebay's buyer-favoring system (not recommended, considered poor manners and such)

you should reach out to the seller to repay them if you've already received the refund, if you haven't received the refund then just close the case

dishonestly, I'd leave a seller a neutral/negative for that

I don’t want to request refunds because I’m pretty sure they will eventually show up. But, I paid for shipping that was guaranteed to arrive in 1-3 business days. Shouldn’t the post office refund the shipping? How long are we supposed to wait on our orders?

Who guaranteed that the item would be delivered in 1-3 days? There’s is just some ridiculous estimate that posts in the tracking column that’s completely different from the in house eBay delivery timeframe prior to purchasing that you saw.
Secondly there’s absolutely no difference between 1st and priority right now none whatsoever. In most cases I’m seeing 1st class beat priority in shipping speed.

Many people are in the same boat. We have been waiting on things for over 3 weeks.... It doesn't matter that they were shipped Priority, the USPS isn't standing by the 2-3 day shipping time for those items. They are walled in by all the newer incoming packages, unfortunately.
I don't have a few Xmas gifts either. I already told the 2 people I'm waiting on gifts for that they aren't going to get them on time (I'm in NJ, none of the packages have been scanned within a week, so obviously there is no way they are being delivered tomorrow).
Neither eBay, the seller, or the USPS can "guarantee" package delivery time. Returning packages after Xmas because you don't need them is ridiculous. You don't need to still give the gift to someone a couple days later? That's not fair to anyone.l

Your complaint is with the postal service. As such, go to their website and look for their "where is mail tag" Here it is, https://www.usps.com/help/missing-mail.htm from there you can submit a case about your parcel. Basically you are asking them to look for this. I had one package that was dropped at the post office on the 7th, and it was not until today the 23rd, that it was delivered. Certainly a long time.

Don't bother with Ebay for help. They are notorious for not being helpful. This is all on the Postal Service. They simply CANNOT handle any large volume of mail or packages. Their service is getting to the point of criminal. I have had to refund several customers already because there is no movement on the packages, some of which were shipped on November 25!!!

If you are going to go out and buy replacement presents and your eBay purchases are 24 hours past the EDD provided by eBay you can open an INR case to start working the process of getting your money refunded. If and when the packages to arrive you can simply refuse the shipment and the post office will return the package to the seller/sender.
While all off the shipping carriers provide a guaranteed delivery service, usually express of some type, it is VERY expensive and most of the carriers have suspended that guarantee at the moment. All other shipping times, priority mail, first class, media..... are estimated delivery times from the carriers there is no guarantee
