Managed Payments Requires Shipment of Goods Before Receiving Payment in Account

Let me get this straight...

My business is required to move to managed payments by July, 15 2020 or we can't create new listings, thus being forced into the program as so many others.

So, we created a new checking account specific for this,  with restrictions placed on the account from our bank that keeps Ebay from pulling more than what is actually in the account (yes... this was a thing many years ago).

When using PayPal as our payment processor,  we received payment instantly... then shipped.   Never shipped before payment was in our account.   With this new managed payment services,  they state that payments will be deposited in our account on average every 2 days,  but could take up to 4 days.   We are top rated sellers, and are therefore required to ship within 1 business day...

Does this still apply?   Are we supposed to ship the item as soon as they show the payment is pending?  Do we move or handling time out to 4 days,  and sacrifice our top rated seller status and search result standings?   Do they compensate us for the 2-4 days that they hold our funds as required in some states?   If we do ship the item while the payment is pending and the customer decides to cancel or dispute the same are we screwed like we were on the past when Ebay ran PayPal?

Sorry for all the questions,  but this seems to be the typical Ebay **bleep**-show... and since they have used the Covid-19 pandemic to shut down their phone support, I believe we are going to be completely screwed.   With PayPal I can have someone on the phone usually within a minute and have had nothing short of exceptional service from them since they split from Ebay.  Heck PayPal has covered us when Ebay has dropped the ball several times in the past few years... (getting returns with customers dirty laundry,  bricks, cut wood 2x4's, etc. instead of what was actually sold to them).

Be Prepared for Surprises with this Managed Payments.  I called them about the taking so long to get paid after the Buyer pays.  Buyer paid for an item on the 20th, received a message from Ebay that they were processing on the 24th, and received another message that I would have the money in my account in 3 or 4 days.  The BIG SURPRISE with Managed Payments.  Today I called and talked to someone in Managed Payments from the US.  Was assured that Returns would be handled in the same way they always have.  This very evening, I get a message that they sent me an Incorrect Message.  SELLERS WITH MANAGED PAYMENTS ARE REQUIRED TO ACCEPT RETURNS.  WE HAVE NO CHOICE PERIOD.  Labels are automatically sent to the Buyer and you have 2 days after you receive the item back to issue a refund, or Ebay will.  I knew this Managed Payments was going to be **bleep** and I was right.

You are incorrect.  They are automatically accepting returns and issuing a label only if your listing accepts returns.

Under FAQ it states that if your item does not accept returns, it will only automatically accept if it is a SNAD.

I am not happy with ebay handling the funds either. 2-3 days for payment to clear from buyer to ebay and 3-4 days before it goes from ebay to my bank account. So roughly a week before I have access to the funds for a item I sold today. That is wrong all the way around. Paypal allowed the use of those funds immediately and most importantly for me to cover the shipping label cost. I'm large enough now where I can keep adding money to paypal (from my bank account) as a "shipping label slush fund", but it still means I have to pay out-of-pocket, up front for the shipping and hope to recoup that at earliest a week later, or up to 21 days, or I hate to think how long it will take if the buyer cancels? What I want to know, does ebay offer a way to use the pending funds for the shipping label?
