Are you permitted to ship out packages using USPS priority mail or flat rate boxes? Meaning, I created a package using USPS priority mail boxes, and the dimensions are 24" x 12" x 3" weighing 3 pounds.

You cannot alter / change flat-rate or regional-rate packaging (boxes or envelopes) ... it can bulge, but it must close as intended, and it cannot be reformed, combined, or manipulated in any way. The USPS is clear about this.
Regular priority mail boxes can be reshaped and even combined, as long as they are used for Priority Mail. I say this based on experience, and not on wisdom from postal documents. That is, I've never seen anything from the postal service that says that this cannot be done ... and we've shipped dozens of packages with reshaped/combined Priority Mail boxes without incident (e.g., you can make two 12x12x12 boxes from three 12x12x8 boxes).

Yes to the regular zone based Priority, a big NO to any of the Flat or Regional Rate boxes.
