Many thought that previously to MP.
Yet many foreign buyers attempted to bypass the seller's eBay preferences and TOS by using a reshipping service or other dishonest practice. When you refused to sell the items to them these buyers left negative feedback.
You need to add a TOS that specifically says the buyer must physically live in the U.S., live at the address provided, is using a U.S. based payment system and is not using a reshipping service. If anyone violates this then have eBay cancel the transaction and remove any feedback as the buyer is not legally entitled to alter your terms.

Can you explain why you feel that buyers using a reshipping service would be considered a dishonest practice?
It's not much different than the sellers who use the GSP.
In both instances, I believe, the seller is only responsible for getting the package to the US destination.
And I am not sure that the TOS that you recommend would be eBay-legal, especially with the GSP.

Reshipping opens you up to potential scams where they buy, claim not as described, and return some other item directly to you. eBay issues a return despite this so you're out the item and the money with no real recourse against the scammer.

How are you not aware that domestic buyers can do that exact same thing? Buy, claim "not as described", and send back a rock. Oh wait, never mind. I know why you're not aware.
There is nothing dishonest about the use of a reshipper. It's legal, ethical, and allowed by eBay.

Your proposed terms are unenforceable. eBay will not back you up on that policy if you get a buyer who has a US address, regardless of where they live or whether they are using a forwarding service. As noted in the other post, there is nothing inherently underhanded about forwarding services. Most transactions through forwarding services go smoothly.
