I recently bought an item and the tracking for the item says delivered but I didn’t get it. So I called ups and they told me my address isn’t even on the package and they can’t tell me the address that it was sent to, they can only tell me the zip code. But I can see the zip code of where it was delivered on the tracking provided by eBay. So I open a case for the item and eBay still rules in the favor of the seller when the zip code, that’s not my zip code, is right there. What can I do?

The same zip code scam isn't in play here, the seller sent the item to the wrong address.
Being that the zip code is not yours, I would contact eBay via social media (twitter or facebook) to have them actually look at the issue, and file an appeal on your behalf. I believe a computer program handles some INR cases and that is likely why you lost yours. I wouldn't open a Paypal case yet.

You should get a better outcome by opening an INR case with Paypal. A similar situation happened with my Mom and she got her money back by opening a case on Paypal. Good luck to you.
