Local shipping is not working !!

I am from Israel. 

Today I found out that local shipping is actually only for the us?! even if I am in Israel my buyers from Israel are getting international shipping rates while today I lost money because I sold an item to the us but the buyer got local shipping rates!

how to fix this issue?!

When you list on the .com site domestic shipping is always for shipping to the US regardless of where the seller is located and you can’t change that.  You can enter a cost to theUS and for the ‘service’ choose economy, standard or expedited shipping from outside of the US.  For shipping to other places you can choose ‘custom location’ and set up 4 different prices for different countries but you are limited to the ones in the list so that won’t help you to have a separate price for Israel

wish they were more clear about it. no clue how to fix over 100 listing now especially the ones with offers and watchers...
Domestic = Local not local servers or what ever. this is so stupid.
