Seller does not respond.   Item not recieved.  Is seller still on ebay?

Check the tracking if he or she provided it which they are not forced to do. If the seller prints label from ebay it's free tracking, if not it is not. Also check the item on your purchase page. What is last date ebay says it will get there. Also do check the item for how many business days they take before shipping, note business days are Monday to Friday. Weekends and holidays which the post office is closed are not business days.
Don't sweat the petty things and don't pet the sweaty things.

That seller is still active, has listings, is it past your estimated delivery date?

Go to your Purchase History

Look at the Estimated Delivery Date

If that date has passed, use the drop-down menu next to the item and select "I have not received this item"

If the seller does not respond, then you can ask ebay to step in on the 4th day.

If it has been over 30 days since the Delivery Date passed, you can file a case with PayPal or your Credit Card, depending on how you paid
