Item not received, wrong tracking number

I purchased an item and it was shipped Dec 8th.  Tracking number was not provided until Dec 11th.  Today it shows Fed Ex delivered at front door 2 hours ago.  They did not.  I finally got to speak to human at fed ex. The tracking number given me by the seller has someone else's name and address on it.  It was sent out by Petsmart.  The person I bought from is not Petsmart.  Is there anything I can do since the tracking number shows delivered?  If I need to file a claim, which is better, Paypal or Ebay.  Any advice is appreciated.

You need to first explain it to ebay. Click the help and contact link at bottom of page. You can't just file a case as you would lose since it says delivered. You have to explain the address problem first.

One of my packages showed the same thing and UPS gave me the same answer. When I followed up with the shipper he said they had had several issues with tracking numbers but my package would still arrive within the next week. Not sure if that's an issue with Ebay providing the incorrect tracking number when you create the shipping label through their site but it does seem weird that the tracking number generated would be incorrect.
