Yes. Since you just received the item, and your Item Not Received case is still open, you're definitely within 30 days of actual delivery.
You can either lose the INR case (and cannot leave feedback) or close the INR case (you can still leave feedback later), and then start a Return this item request for Does not match description or photos.
If you don't immediately get a return label, be sure to ask eBay to step in after 3 business days if your seller does not refund no return needed, or provide a return label to refund after return.
