I ordered a T-shirt all the way back in March, it said that it should arrive till the end of June, when I checked in in June it then said that it should arrive till 31st of July, well it hasn't arrived and the seller deleted his/her account, on top of that I can't open a refund request, I need help

I would just call your credit card company and have them do the chargeback. March-June estimated delivery is way too long, even for a Chinese seller and I did not know that the delivery date could be changed. Nonetheless, contact your cc company for your refund.
It is more than likely that eBay closed the seller's account. Seller's have to wait six (6) months from the last sale before the seller can close it themselves. The six (6) month waiting period is cases such as yours.

When Ebay removed them as a seller, you should have recieved a message on how to request your money back. At this point though, I would suggest going to Paypal (if that is how you paid) and opening an item not recieved case through there. It will be your easiest path.

Thank you for your reply. I payed for it directly with my visa card and I didn't receive any e-mail from Ebay

You may need to either call ebay and speak with Customer service or Call your credit card and do a chargeback.

Can you tell me how could I call ebay? I am from Serbia so I can't really call them using my phone
