Hi! I’m hoping someone can help answer my question...
I ordered something through EBay, and the item was shipped (assuming it was actually shipped) using a carrier called Blue Care Express. I have never heard of them before, but I have found that numerous people on eBay have had problems like mine. They also rate low on Trust Pilot and similar sites—some stating that issue bogus tracking numbers...??
Anyway, my problem is that BCE issued a tracking number, and reported it delivered it all in one day. The item was not delivered. I was home at the time of delivery, and I have looked all around my house (plus nearby houses).
I have written to the seller 4 times since, with no response! The seller also won’t tell me where it was shipped from, because their listing just a says they ship from “multiple locations”. But I still doubt it could arrive in one day. On of the seller’s review says they buy off Amazon, and then ship the item as a “gift” (arbitrage?), but I still don’t know how this involves BCE used as the carrier.
I filed a complaint with the FTC, but I still don’t know how to get my money back. Is there any way to get a refund from eBay when there is a tracking number that says it was delivered? I also went on BCE’s website and told them the item wasn’t delivered, but I haven’t heard anything back. They have not helped by reaching out to the carrier and helping me locate my package.
Has anyone else had the same issue with BCE? Why are eBay sellers allowed to ship using this method when so many packages never arrive? I used PayPal for my transaction, but the payment was taken using my credit card. Should I go to PayPal or my credit card company instead?
I would love suggestions from anyone as to how I can get my refund. Thanks so much!

I think I would contact Ebay on Facebook about this, usually with tracking showing delivery, you wouldnt have a chance of inr. But with the tracking number and delivery showing the same day, maybe you can show that to Ebay.

Blue Care Express is not a carrier ... it is a tracking service that allows a seller to show you a substitute tracking number instead of the real tracking number. It is usually used by drop shippers to provide tracking of Amazon delivered packages.
It is also used by a lot of scammers.

I had never heard of Blue Care Express until last week. I ordered an item from eBay (on a Sunday night). On Tuesday, the seller said they were contacted by the carrier with an "update" that my item was "lost in transit." They refunded me. However, I thought this was highly suspicious. I asked for a tracking number, and was given one of those BCE numbers. I plugged it in, and it said it was "expired." Legit tracking numbers do not expire in three days. What really happened, come to find out, is the seller uses Amazon for their "inventory" then ups the price, and buys the item from Amazon, and has Amazon ship it out as a "gift." In my case, the item was out of stock, so they made up the story about it being lost (after one business day?), and gave the bogus tracking. Two days later, I get a message from eBay saying the seller canceled my order because there was a "problem with the address." I got my money back, so it's not about the money... it was the issue of the made up excuses (lost in transit, fake number, problem with address).
