Item never arrived and I've reached the time limit to file a complaint, can't report the seller

 

So I basically ordered an album on May 2020, I live in South America and as I've ordered from eBay before I already knew it could take up to 2 months (these albums are from Korea). Thing is, it never even got shipped for me to have an expected arrival date, and I tried contacting the seller 3 months later, they replied with: "I'll ship it after quarantine is over." I understood that and waited until it was over in my country which was around november, then I sent another message to the seller and they never replied. Again in january, nothing.
Today I decided to file an actual complaint instead of contacting the seller, and it wouldn't let me select the item since it's been +30 days already. So, I emailed eBay, and they replied saying I basically can't do anything but report the seller (which, I can't even do, because again, it tells me to select an item and I can't. Also can't leave negative feedback on the seller since it's been +60 days).
What bothers me the most is that it was never even shipped out! So it didn't get lost or anything, please help me!

I realize that you've had good experiences so far, but this was once when you should've filed an Item Not Received claim. Sorry this happened to you.

The thing is, items take way more than a month to get to South America and the seller told me to wait, so I guessed I could do something even if it's too late now. Feels weird to have a time limit to file a complaint.

It's 30 days from estimated delivery so eBay takes into account extended shipping with international and adds 30 days from that estimate.  You waited way too long. Even paypal only gives 180 days

File a charge back with the Credit Card Company you used.  But I fear you have waited too long for that to work.  Give it a try as it is your only recourse.

 

Hope you can get your money back as this seller scammed you.

 

Also take a gander at the Money Back Guarantee (MBG) so you know how things work in the future.
