I ordered an item and paid through paypal.
When it arrived, the package was opened and the item was not inside. I contacted the seller and told them that I received the package empty and they said it needs to have a red seal if the item went missing in transit.
If the seller isn't willing to refund or mail me a replacement, how do I proceed? I haven't ordered much from ebay.

Go to the Resolution Center and open a case for ITEM NOT AS DESCRIBED.
Seller is responsible for return shipping cost of the empty package.

Are there any notations from USPS that the package was open, empty or damaged when they delivered it? Usually they indicate that the package was empty or damaged when they delivered it.

Not asking about tracking. There should be a label, sticker or writing on the package itself indication it was found to be open or damaged. If not, contact your Local Post Office to see what they can advise.

As others have mentioned, I wasn't asking about tracking but rather on the physical packaging itself.

No, there was no stamp of any kind either.

take a look at tracking history.
and ask if your postal carrier has anything to say.when did they mark it as content missing?
Content could have slipped out during transit,USPS has handling machine which could have slitted it open,someone may feel what could be inside and steal the content.
did the seller insure the package content,ask?
or like they suggest,file item not as described and seller would have to give you a return label to return the empty packet

The package has an automatic $50-$100 insurance because it’s priority mail. The seller didn’t purchase additional insurance. No need for OP to ask about insurance, not his problem.
