The item I bought bounced back and didn't delivered to me (I didn't even get any notification to confirm address). Never had any problems over the years receiving hundreds of packages. Then, tracking show it was returned to seeded, BUT speaking with him, said it was his OLD address... What can I do now because neither of us is having the item in hand, and I can't even open a case on the auction because tracking said "delivered"?

Open an Item Not Received dispute http://paypal.com/disputes if that how you paid @argivianbazaar since your address is valid. It is prophylactic on your seeded to maintain a valid return address.
Unlike eBay, PayPal is smart: While eBay just looks at the Delivered status and doesn't check the zip code, PayPal can see when a tracking number is delivered to the wrong zip code.
See the example above: eBay says it's Delivered, can't put 2 and 2 together, and won't allow a case to be started.
Go back immediately and click Escalate to PayPal at the bottom of the Messages page. Do not close the case, even if your seller asks. Just wait for your refund within 11 days.

Even better -- One, and done.
Call the number on the back of your credit card @argivianbazaar to file a chargeback for Goods returned Credit not issued, and provide the tracking number: It says "Returned to Sender" and shows Delivered; doesn't matter it's a wrong address, not your problem.
And you'll get a provisional refund the same or next day. Meanwhile, your credit card issuer goes after the merchant with the chargeback.
