Hi, thank you so much for spending the time to help me out.
I have been shipping with USPS for a while now and this issue has come up, I shipped a package and thought it was delivered but I went to check the USPS tracking number and it has been stuck on Arrived At Post Office for 10 days now, I had contacted USPS and opened a search, as well as contacted the USPS post office over there and they told me to just open a search and a claim. The buyer has not messaged me, but I am scared to move the funds. This package is 350$, I know this is really stupid but I had forgotten to buy insurance. I was in a rush and it slipped I always buy insurance otherwise. Now, something else that is surprising is the address the buyer gave me is outside the town that is listed on the Address he provided me. Please, someone, tell me how I should move on with this thanks!

If the buyer hasn't contacted you or complained about not receiving the package, I would do nothing ... though it is rare these days, it is possible the package was delivered and there wasn't a delivery scan.

Not sure I totally follow what you're saying there, but town boundaries can be a little... flexible... and the local PO would probably understand the address anyway. If it was really undeliverable, it would be on its way back to you by now, and it would have shown more scans on its return trip.
It did reach the local post office serving that address, so I would assume it did get delivered until something proves otherwise. If the buyer hasn't contacted you about it, leave him alone.

I actually just got a message from a seller I made a purchase from on another site asking me if the item had arrived safely. It arrived the other day but apparently never got a delivery scan, which prompted the seller to contact me to check.

I wouldn't do anything.
