If a buyer's item was returned "Undeliverable" because the buyer had an incorrect address on eBay, can I bill the buyer for a new eBay label, and just "Buy another Label" through eBay at their discounted price, edit their address, and re-send it? I would bill them via PayPal.

No, that's not the way to handle. Each transaction is separate. For this undeliverable transaction, just refund the amount of the item, make sure you deduct your shipping costs and fees. If the buyer still wants the item, then you list it again and start the process over with a totally new transaction. Hopefully the buyer has resolved the address issue before hand. For added context, I'm quoting your original post from another thread. The answer is yes the buyer can pay for a new label with PayPal, but if the buyer opened an item not received claim then you should make sure that claim is closed before you reship or take further action.
No you cannot purchase a new label through eBay and buyer cannot change their address on eBay unless you refund the first order and buyer places a new orderr.

If the buyer filed an Item Not Received claim on a package that was returned to you because the buyer provided an insufficient address and tracking confirms this, then the only way to send a partial refund is after that case is closed. Add tracking to the not received claim. When you are able to ask eBay to step in after a couple days, do it and the case should close in your favor. After that go to the order and use the 'send refund' option, enter the amount you want to refund.
This is my standard advice for RTS (returned to sender) packages. Take the parts that are relevant to your situation.
You have a few options. You should decide which route you'll be taking and communicate with the buyer, but wait until the item is returned (and delivered) to you before you take any of the following actions.

Yeah. As I suspected, it did not let me alter the refund amount. Now I'm out the original cost of shipping.

The buyer, in their "Item not Received" case on eBay stated they had entered the wrong address, but it would appear no one read that. Furthermore, when I tried to update the tracking information, eBay would not let me enter it - the drop down would not populate USPS, and I could not check the bubble that said "updated tracking #." I tried three different web browsers, just in case it was that.
I read two posts where it said I could adjust the amount of the refund, but there was never any option to to do that.
Very frustrated.

Did eBay force the refund? If they did, then you now have an unresolved case defect on your account and you also lost the eBay fees on that transaction.
If there was a technical issue preventing you from adding tracking we could have directed you to contact eBay CS via chat so they could assist. You should not have been out a penny on this.
It's not possible to issue a partial refund through an item not received claim - it's all or nothing. That's why I suggested getting the claim closed in your favor, then initiating the partial refund.
Sorry you ran into troubles. If the matter's done and over with, at least you can take away some info on how to handle things differently the next time.

I was unable to select the bubble to add tracking, and it would not let me select the dropdown USPS. I'm assuming this was an eBay glitch?
Since the buyer wanted this item very much, she agreed to pay a higher shipping cost when I relisted it. This covered my initial shipping loss when I refunded her the entire amount.

Add the tracking number using the send buyer a message option on the claim. Make sure you're adding it through the claim and not going through the eBay message system.
Some sellers have reported they can add tracking through the add tracking button when they try again the next day, but for now you need to formally respond to the claim, so add tracking through the comments section.

Hi. I am facing the same situation. For reason of refund, can I select "other" ? I do not see a better option.
Also, when I refund, wont eBay automatically refund the fees ?
