Issue with SpeedPak Delivery

I am wondering if anyone has any issue with speedpak. I am having some issue with my package and I can't seem to get any help from either eBay or USPS. The package has been bouncing in my area for about a couple of weeks and now just going to random cities in the area. Since the package is being delivered by USPS and SpeedPak doesn't generate a USPS tracking, the postal service is no help. eBay Customer Service doesn't seem to have any control. This post is kind of to vent and hope that someone from eBay sees this and does something about it, but I am doubtfully hopeful is someone here has had the same situation and maybe have a contact number or a place where I can formally complain about this service. So my questions are

1. Does anyone know a contact number where I can talk to someone about this issue that can do something?

2. Where I can formally complain?

3. Other recommendations besides calling USPS, contactin eBay Customer Service, or sit and wait?

I also have had it up to 'here' with SpeedPak.  My solution is to now first contact the seller.  If they will use China Post then they will get the order.  Otherwise, no deal.  So far, for 7 orders since 15Oct, I'm getting 100% agreement.  One of them wanted a couple extra dollars, no problem with that.
