USPS normally comes to my place between 9 and 10 AM. But lately they've been making multiple dropoffs per day. Sometimes 6AM before I'm up. Sometimes 6PM at night. This is unsafe, due to parcel thiefs. I know I could buy a PO Box, but is there a way I could tell USPS to restrict my deliveries to once per day?

You could get your mail held for pickup, maybe, the same as if you were going on vacation for a week. Resume normal delivery after Christmas.
I assume that you've already signed up for Informed Delivery, so that you will at least get an alert when a package lands on your doorstep. We're getting deliveries at all hours, same as you, partly due to private contractors who are doing package deliveries for USPS and have no regular schedule of their own.

I didn't know about Informed Delivery, thanks. But, that doesn't solve the problem of possible theft while I'm away (or asleep).

Solutions
1. Sleep only during those hours when delivery can safely be ruled out.
2. Do not leave your post unattended.

Have the Post Office hold your packages and pick them up whenever you can.

That won't do since I receive packages almost daily. Unless you're suggesting a permanent hold, which is not allowed.
