I already have the restriction up so that only people in the USA can bid on whatever I'm selling, as I just don't want to deal with international shipping and all that can entail.
I got my first order from an FPO address back on March 1st(I've been selling on eBay for over a year). I shipped the item out on March 2nd. It is now March 26th and it still has not been delivered. I just tried looking up the address and it seems to be in Japan. Last week I got 2 orders from Puerto Rico. If those are delivered within a week then great, but if not, then is there a way to restrict shipping to just within the United States?
I really don't want to deal with something going wrong with the delivery, and having to refund the money a month later, as I offer free shipping, and once its been over a couple weeks I look at the sale as final and can safely use the money as I want. I'm not a big time seller, most of what I sell is in the $20 to $30 range with free shipping, so if I end up having to refund due to USPS losing the item or damaging it over such a long period, then it costs me money. And I don't want to have to deal with insurance or anything like that.

You can exclude those places using your shipping policy if you don't want to ship there.
I don't know if it'll stop people from those places bidding or not.

Ah perfect looks like you are correct, and that eBay will block buyers from bidding when their primary address in those locations. Thanks!
