Is there a way to change the type of shipping offered after I have sent two offers to possible buyer

I sent two offers to possible purchasers.  One responded that she would like to purchase the item, but the shipping price was too high.  She asked if I could change the shipping method to  a flat rate envelope.

I don't know of anyway to do that, make changes to the listing while there are two offers on the table.

It is not possible to change the shipping terms on a listing that has any active offers or counteroffers.

Tell her you'll accept a counteroffer with the price of the item reduced so that the total is the same as it would be with  the FRE, that's IF you're sure that the item can fit.

Since an accepted offer doesn’t have to be  paid for immediately couldn't the seller just say that they would send an invoice with the less expensive shipping once the offer was accepted?
