Is there a time limit on reporting an item not received?

I ordered a pair of shoes from Germany on November 14th and tracking stopped on November 17th. I know the PO is crazy behind now and I'm willing to wait even a few months more for the item to be delivered to the USA. I'm concerned that if I wait too long Ebay will not refund my payment. Is there a time limit on reporting not delivered items? I haven't contacted the seller but in viewing his recent feedback I see a lot of his buyers are having the same problem with not receiving their items. His response to them is basically what do you expect after paying for economy shipping from Europe. That's a post for a different day. I just want to protect my right to get a refund if the shoes don't ever arrive.

Look on the sales record for you item.  Find the Estimated Delivery Date (EDD).  You have 30-days from the EDD to file an Item Not Received (INR) case with eBay and still be protected under the Money Back Guarantee (MBG).

As noted in the other post, a claim for 'Item not received" must be filed within 30 days after the latest estimated delivery date.  Here's the policy:

Tagging on to what the others said:

In addition to thirty days from estimated delivery date with Ebay, you have 180 days from the date of purchase with Paypal. Credit/debit cards give 60 days to one year depending on the card.

I had it in my mind that the limit was 45 days, but maybe old policy. I paid for an item on Dec 4. Seller marked it shipped Dec 7, but didn't actually ship it til Dec 19th. Ebay shows arrival by Dec 19th, so Jan 19th would be my 30 days!! Item still not here.

Hopefully Paypal will still refund if item never gets here from Netherlands.
