I recently purchased a low value item (<$20) on eBay and the seller said that returns were possible. As it turned out, the item did not fit my equipment, so I proceeded to return it. eBay said that the return cost would be about $100.00!!!!!!!
I canceled the return as any rational human being would, and contacted the seller. The seller told me he had nothing to do with that, did indeed accept returns, and agreed with me that eBay's estimated cost was outrageous. He suggested I contact eBay --- but there appears to be no way of contacting this company.
What to do?

I'm sorry but so much of this doesn't make sense. Returns are very easy to do on this platform. There is no cost to a buyer for a return, except for the return label if this was considered a remorse type of return. The return label, regardless of who is paying for it, is based on weight and dimensions of item, which were used when seller created the listing. So there is no way it would be $100, you must have misunderstood something.
You also only get one opportunity to open a return case on this platform. Since you already did and cancelled it, you shouldn't have any other opportunities on eBay for a return. If you paid using PayPal you may be able to open a return case via that method. You can still contact eBay using social media or using the chat option. Go up to help & contact at the top of this page and work your way down to chat. Best of luck to you....

Noted that you opened and then closed/ cancelled the return.
As far as I know you can not open another return on eBay.
You should be able to get a price at your local post office for sending the item to seller using a tracked& signed service.
If price of sending the item is acceptable to you then ask your buyer if he will accept your return and issue a refund if you send the item at your own expense using a tracked & signed service.
If he agrees then you have a decision to make , Send the item or not.
