Can inmates in California department of corrections and rehabilitation receive books from ebay

It would be a CDCR rule, not an eBay rule. You'd have to check with the CDCR to see what they accept. I hear about rejected packages sent to prisons all the time because many of them have rules against receiving packages from retailers.
