My buyer didn't change her ebay address and package was returned to me postage due. She still wants the item and I need to collect the postage due and postage to resend the item. How do I do this?

Hi @gmas7readers . This is my standard advice for RTS (returned to sender) packages. Take the parts that are relevant to your situation.
You have a few options. You should decide which route you'll be taking and communicate with the buyer, but wait until the item is returned (and delivered) to you before you take any of the following actions.

Here is what you must do. Cancel the transaction and refund the buyer. Tell the buyer to make the change to put the correct shipping address. Then relist the item with an increase to cover the shipping you paid for. Have them repurchase the item using there updated address. Then start the transaction.

Maybe it's changed...but can a seller and a buyer exchange emails on eBay now to send money through Pay Pal?
And if not...how is this done?

If buyer and seller are already in a transaction they can exchange email addresses through the message system.
