I am not sure how to answer an individual who bought a stamp from me and asked   "Is a lower postage rate possible for these stamps? It wouldn't put such a strain on my pocket money. It's not so easy if you want to have a complete small collection and only have a little pocket money every month"

He is in Germany. My item is $10 but ebay shipping is $19.25.

Just inform your buyer that international postal rates have become more expensive over the last several years, and offer your buyer the option of canceling the order.

 

Sounds as if your buyer is fishing for a discount -- don't do it!

I send $12 and under cards to a few very select countries, mostly north west EU & AUS/NZ, using a stamped envelope. There's a higher INR rate since they're untracked, but I find it worth the risk since some things that wouldn't sell domestically are rarer overseas.

I would just say no. If buyer becomes a problem you can report them for asking you to to do something that was not offered in the listing. Buyer is kind of attempting to back you in the corner since they committed to buy  then asked for a discount.

The buyer probably makes purchases from other USA sellers where the cost is $1.65 with an International forever stamp without tracking from USA to Germany.

$19.25 sounds like 'registered mail'...why for a $10.00 item?

Just tell the buyer there is no tracking on a stamp(s) and can mail it at $1.65.

Use of the USPS International First Class stamp does not allow shipping of anything except letters and documents -- it can not be used to send any other items --

The USPS International Stamp can only be used for letters and documents -- no other items are permitted --

So letters, documents, post cards, etc with stamps on them are not permitted?

This reminds me of prohibition during 1920-1933 of alcohol...between states...Kansas and Tennessee still has prohibition...LOL
