International shipping

I sold a sealed foundation and the buyer is international in Italy.  I am trying to find out if it is an item I can ship or not. I called eBay and the customer service person was not sure and it will take days before the international shipping team will get back to me.  It was supposed to ship today, but I am not sure if I should and it won’t let me cancel other than for buyer requested or damaged/wrong item.   
Does anyone have any experience in this and know if it can be shipped or if it is considered hazardous and can’t?

That listing shows eIS as the shipping method.

 eBay will make that determination at the hub.

From what I have read      if not allowed eBay will refund the buyer. You retain the sale. eBay will then own the item
