I can't figure out why a guy in Germany can't purchase an item I have listed. I'm sure I turned on international shipping but he can't make a purchase. What am I missing?

Is it the gun magazine? There is probably a restriction shipping those through eIS. If that isn't the item posting an item number would be helpful.

Because your items are being sold using Ebay International Shipping (EIS) and you do NOT have the correct licensing (additional) to sell to Germany as well as the UK.
Nothing abnormal (google 'selling USA to Germany')
If you sold directly on your own, you would still need that licensing (basically for the 'trash' that is created by shipping stuff into that country (as well as UK)

What is that 'correct licensing' info about? before sold an item thru EIS to UK and did not have anything extra on my account.

For Germany you need to have a Lucid number and also register with their package recycling laws. Germany wants all sellers shipping into Germany to pay for the recycling of the packaging materials they send to German buyers.
The UK has product safety labels that have to be on all items sent into the UK. Either a CE or UKCA marking.
Starting in December the EU and Northern Ireland are introducing GPSR (General Product Safety Regulations) it is going to be a nightmare for small sellers to comply with what they want for buyers to see your items.
I have decided to stop shipping to the EU until more is known about the new regulations coming soon as I don't use EIS due to the overly broad restrictions imposed for certain categories.

There are certain regulations that are blocking countries like UK cannot purchase toys from me like before of certain ones that contain plastic. Multiple countries have blocked things like that. I had to go through multiple things and lost a lot of my international customer base. If there are prohibited things like alcohol based items or aerosols, those are blocked as well. You do not say what the item is.
