International Shipping functionality -_-

Setting up international shipping on Ebay still doesn't seem to work for everything and I can't see why others don't have the same problems. Issues I'm having:

 

1.  When I create flat discounts for domestic and international, A. you can only chose percentages in 5% increments and once you get up to 50, its 10% increments. B. This discount seems to apply to EVERY shipping service, like if I'm offering a 50% UPS discount on international, I definitely don't mean I want to offer 50% off on Priority. the same applies for domestic. This makes this function completely useless for us and I would imagine many others. Even within UPS discounts, the UPS Standard to Canada rates do not match our rate when I apply the discount in Ebay, we recently lost money on a shipment because ebay quoted much less than our actual rate, even though the normal UPS international Saver and Expedited rates were all showing up equal to or slightly more than our rates. Again this makes calculated shipping un-usable.

 

2. So setting flat rates would work right? Wrong, because you can only add 4 or 5 different different line items. Does Ebay really think that all packages cost the same to ship to any country in Europe? They don't and there are a lot of regions and countries and rates vary a lot, and we would have to add many more and the that functionality doesn't let us. 

 

3. So this brings me to the Rate tables, the last option. This seems to be a bit closer, and the one to use, because you can select specific countries and put a specific per item rate. But we have many different sized options and again we offer more than 1 service for many places. 

 

Can I apply my shipping rate tables to guitars, and then anything else will just use the percentage discounts that we set up? I really just wish calculated shipping could work properly, seems like that's a pretty big oversight, that the same discount applies to all shipping services when even Ebay isn't getting the same discounts on USPS as they are with UPS...Also the more accurate yet also fair and aggressive the rates are, the more sales...flat rates are going to have to be high by nature, and yes the buyer can ask about them, but we all know the importance of getting that impulse buy.

As far as I can see, you can choose to use or not use, and choose which  rate tables to use on a per listing basis, same as combined shipping rules. (and yes, that shows domestic, but international should work the same)
