International Shipping EIS question

I just noticed that I was opted into International Shipping EIS. I have several questions before deciding if I want to use it:

1. Is the shipping charge to the hub calculated the same way as if I was shipping direct to a buyer in the same zone as the hub?

2. I have read that package contents are inspected at the hub for damage, INAD, etc. When item fails inspection, what happens?

3. The buyer is charged for 2 shipping fees (barring free shipping from seller to hub). Is the seller paying fees on the shipping charge from hub to buyer, or only from seller to hub?

Yes.

eBay will contact you. If it's damaged they'll send you a photo so you can file a claim with the carrier (if you used an insured service) and the buyer will be refunded from your account and your fees will be credited.

 

If damage occurs after the hub forwards it to the buyer and the buyer files a claim, eBay will handle it and you'll be covered by seller protections.

Only from seller to hub. On the buyer's end they'll see one consolidated cost.

If, during inspection at the hub, they determine INAD, what happens then? Do they send item back at seller's expense? I did read somewhere that eBay, in this case, refunds the buyer from seller's funds AND keeps the item. Sounds like something eBay might do, but do they? I could see this maybe if it was because the item was determined to be counterfeit. Would this even be legal? This would be difficult for the seller if it's a high $$ item. TIA
