Incorrect International Shipping Rates

Sorry if this is an old issue but I've been browsing and can't find answers to my problem, just some outdated old threads.

 

I sell sports memorabilia and occasionally ship hockey stuff to Canada.  Because of all the griping about EIS I've added direct shipping to Canada in my listings.  I just sold an item that comes in well below 1 lb.  The order shows that the buyer was charged $7.65 for USPS 1st Class International service.  Yet when I went to buy the label I was charged $13.00.  Did eBay undercharge the buyer, or did I do something wrong in the listing?  I've gone back over the listing to double-check my settings and everything looks correct.  According to USPS.com the retail cost shipping the item from me to him would be $15.75.  So why the $8.10 difference to the buyer?

 This is for the Gretkzy pillow case?  

Assuming that I've figured this out correctly the retail cost for a 4 oz first class international package to Canada is $15.75  (with tracking) and a 14 oz large envelope (without tracking) to Canada is $7.65.  I'm not sure why one is coming up at 4oz  and the other is coming at 14 oz but the $ figures do correlate with what you mentioned.

 

This sometimes happens with an older listing that used the previous listing format that had the shipping marked as a large envelope rather than as a package.   If large envelope was checked off the price for a flat was given but since you can't print a label for a flat on ebay, you were charged for a package.  The current listing page doesn't have that problem but it seems to have been carried over on the odd listing.

 

I looked to see if any of your other listings were doing the same thing but it looks as if you have changed to EIS so those prices should be fine.
