I don’t understand how eBay can hold me responsible for a package that I already provided a tracking number for took to the post office scanned QR code and item was shipped now the buyer has filed a request form which I understand he’s been waiting since November 27th and the package is stuck in Atlanta I may have to refund his money and who’s to say he gets the item and doesn’t report it I’m out 700$ and the item I sold eBay needs to find out what’s going on with the usps I don’t feel like it’s my problem once I’ve did my part I don’t work for usps I can’t control what their employees are doing with packages but for some reason eBay thinks I should ride 2 hrs away from my house and find out what’s going on at the post office for the final fees eBay charges I shouldn’t have to do anything eBay should handle all of it and what the hell does STEP IN MEAN I’ll tell you what it means it means I’m fixing to get screwed out 700$

Don’t refund the buyer before you have to. I lost a $300 cell phone as a seller this way as exact thing happened to me last holiday season in 2020.
I sent a phone to winning buyer right before thanksgiving. He messaged me two weeks later saying still hasn’t got it. A few messages back and forth and by time it was almost Christmas he still didn’t get it. Tracking showed stuck in same location somewhere in NJ for weeks. I even went or PO to have them investigate and I learned nothing new. Just be patient they said.
Buyer took advantage of my my kindness and asked for refund saying he didn’t want it anymore as it was a Xmas gift he wouldn’t have in time. Promised he’d just refuse the package when/if it did finally come. I refunded him.
First week of Jan the phone finally says delivered in tracking. I messaged twice and no reply. He finally said like a week later very rudely don’t message him anymore he is blocking me and he never got the item despite tracking showing delivered and a signature from someone. He completely denied getting it and told me to just **bleep** off basically and take it up with PO.
I filed claim with EBay for non returned item. They were zero help saying since I manually offered the refund on my own there was nothing they could do. I should have just told buyer to wait as I fulfilled my duty as seller and PO was at fault.
So either buyer is a liar and got it but used the system against me OR he really never got it himself and whoever signed for it stole it. eBay said my only option at this point was file police report with buyers local police. I never did knowing that would be a waste of my time they’d never pursue it.
So I’m out a $300 phone. Don’t make same mistake I did. Tell buyer you did your duty as seller, PO is busy and they have to just wait. If they don’t like it they can open a claim and you will win as long as you have tracking number showing it is still not delivered but was sent.

File a package interest sept straight away with the US Postal Service. You should be able to get your item back. Regardless it is not your buyers fault. Who should be responsible? Your buyer pays for an item to be delivered to their house in a timely manner. If that doesn’t happen, are you ultimately responsible? If you were a buyer, how long would you want to wait for a package to arrive? What is the magic cut off? Two weeks? Two months? Two years?

Go to USPS tracking. Key in the number and you will see options for opening a request. Fill out the form. You can also contact the receiving PO in the buyer's zip code and they can reach out through email. I have had many packages shaken loose this way. There is plenty of help on the USPS site if you know how to use it.
