There are no customs/import fees for items shipped to the USA unless that item exceeds $800.00

While $200 is below the DUTY FREE threshold of the USA, the buyer would still be responsible for paying the California sales tax. The actual amount of which can only be determined by the precise location of the delivery. Of course, eBay would, as required by California law be the one to collect and remit that tax.

CA as in California or CA as in Canada? AFAIK there are no import fees (yet) to mail something into the state of California. Customs/duties for the USA kicks in at $800.
For Canada, I think customs/duties kick in at $20.

Under the new treaty that was negotiated last year, de minims threshold was raised to CAN$150, which currently translates intoi around $110. USA is still the most generous to foreign sellers.
