Does EBAY collect mandatory 23% VAT at the time of purchase for items entering the european union, or do I have to clear customs when the purchase arrives here and pay the tax here?

If you purchase using eBay's Global Shipping, then you pay it when you purchase the item, otherwise, it gets collected by customs from you before they release it for delivery

It should be any purchase from the EU regardless of GSP as long as the seller tied the tax number they were given by eBay to the shipping label. Though I have heard of people being double charged VAT regardless.

There are folks who know the details better than I do, but I think that as of July 2021 eBay has been adding VAT to what the buyer pays at checkout. See the following link:

This is in response to new laws in Europe. One thing that complicates the situation is that it apparently applies only to sales (including shipping?) under 150 Euros.

eBay is required to add the VAT.  However, we have had buyers in some countries complain that they were charged again so I'm not sure if the problem is that the seller is not posting eBay's VAT number on the label or if the information is not being sent through electronically to that country or..?

Yes eBay collects the VAT at the time of purchase, as a seller I have seen it on several of my European invoices and had to clarify the charges with my buyers. I don't know if they were charged VAT again upon delivery but I'm sure they would have let me know if that had been the case!

is a joke...buying from CZ to Portugal and been charged 23% VAT / IVA on my purchase, sent a tichet and no response whats so ever...ebay is not as good as before anymore...
