As a buyer, I bought a pre-owned item which use GSP. it first arrived Ebay Global Shipping Center, then was delivery to SF express, which is never the first choice for ebay GSP, for further international express. After that, there is no more progression.
I phoned the SF express, they reply that item is in the warehouse, but they are not able to deliver the pre-owend item because of their poor custom clearance and they are applying to return the item to Ebay.
now, half a month later, I contact the SF express again, they still reply that they are waitting to return.
It is really annoyed that the problem cant be solved forever in this way and I even cant find who to report this annoyed problem.
How can I contact the Ebay GSP directly to solve this problem? Can the Ebay GSP change the express to USPS or Fedex, which can deliver pre-owned item?

You do not have to get into the details. On the day after the last estimated delivery date, go to the eBay Resolution Center and click I Haven't Received Yip Yet.
Wait 3 business days, then the next day, click Ask eBay to step in, and Pitney Bowes, which operates eBay's GSP, will refund both of your payments to your seller and to Pitney Bowes.
Your seller will not lose their payment, as the item was successfully delivered to Erwanger, Kansas.

You'll have to be patient. Shipments to/from China are significantly delayed due to the pandemic.
PayPal gives you 6 months to file for an Item Not Received.
