I bought an item from a seller.
I sent the item to my country Uruguay and couldn't import it yet because the information is too short and doesn't explain: the type of the product, the brand, the model and the electrical frecuency.
seller says the cannot answer that because they didn't sell the producto to me, but the screen says the contrary and Ebay's server sent the question to them.
I strongly need Ebays step in, but I cannot find the way to ask for help.

I see that you received feedback from that seller on Feb 17, 2018, which is almost 5 months ago. That means that the purchase is no longer showing up on the seller's eBay page, so he probably can't find it in his records. The letter you posted was sent automatically by eBay, not by the seller.
That seller does have a listing with that title, but there are only two purchases showing in the purchase history because your purchase was too old to be shown anymore. According to the feedback record the seller left for you, you purchased from this listing.
All of the information you need is shown in the listing title, except for the electrical frequency. Since it was sold for use in the USA, it is for 60 Hz frequency and 110 V voltage. You will need to use a converter to use this in Uruguay, (50 Hz and 230 V), unless it has a built-in converter, which is not mentioned.
You don't need to get this from the seller. You can just print the order details page, or the listing page, and give that to the customs office. Or tell them this:

Perhaps your seller suggests he is acting as a reseller and unable to provide you with product information being requested?

That's not my case. The good were received in Miami and I sent them to my country Uruguay where I live. To get them I need to import them but I need the tecnical specifications to tell the authorities of my country what I'm tryuing to introduce to Uruguay. The text of the bills that companied the goods are so short and week that I cannot about them explain what I'm trying to introduce. So I wrote two of the sellers boytoy17 and global-batteries to provide me more tecnical information.
boytoy17 provided nothing. He just denies he sold me the items, although I copied his own letter congratulating me for buying to him.

I agree but he does nothing to give me a sollution and I don't see Ebay taking part in the matter and solving anything

That's not possible. The goods are in Uruguay's Aduana and they don't let me to open them.

They left feedback for you on Feb 18, 2018, but it was a private listing, so I can't view the listing.
You should be able to find the listing and the item number in your Purchase History. You can review the listing and the item specifics, and see if you can find the information you need, like I did.
If you still need help, then you can post the item number here and someone can take a look and see if we can find the information. You're allowed to post an item number to ask for help with it, as long as you're not trying to shame the seller.

@luciano1uy -- Sorry, I should have looked at the first listing more closely.
It looks like the August Bluetooth transmitter doesn't need a power supply.
So:
