ebay issued the wrong address to the seller. The item was delivered but not to me. Seller has my payment and I have nothing. This is not rocket science. I want my item or a refund asap.

File a claim for "Item not received." The seller will lose this case if he cannot provide tracking which shows delivery to your ZIP Code. Here's a link to eBay's buyer protection policy, which they call the "Money Back Guarantee":

There is eBay and also an email in a seller's inbox of payment made with the address of the buyer. I seriously doubt eBay made the mistake. It could be the seller or the shipper. There's always two sides to a story. We hear nothing from the seller but only the buyer.

I have the email from ebay from November 23 stating that my order has been shipped. Ebay combined a portion of an old address with my current address. They screwed up and I've spent too much time trying to contact them to correct it. Ebay is a s**t show.

Check your address information in all spots on eBay. There are multiple locations.
The odds of eBay coming up with some address different that what you have on your account are astronomical.

Nope, you are mistaken.
Since it's on your account, that information is in there are you put it there.
As the buyer, you're responsible for keeping your account and addresses up to date and when you pay, it's expected that you verified the shipping address as being correct.
In this case, the seller will win the INR because they shipped to the (old) address they were told to ship to when you didn't update your account.

Look at your account details and your shipping address. You may have only partly changed it. Make sure it is correct. That is up to you not ebay.
