Why do I keep getting the warning below?

Please try again in a few moments. If that doesn't work, review our help site to learn how to contact Customer Service. If you want to stop using business policies, you can opt out now.
If I'm setting up an item or revising and item OR Looking at an Account, under business Policies, and I try to view how the policy is set up, I get the above notice every time. Happens if I'm in revising or actually in the Business Policy Section. If I choose to Opt Out Now as suggested how do I set up each item I list.
