I am asking what would ebay do if the tracking number said its received when its not also does ebay refund buyers when the item was shipped but it never had a tracking number on it how can the seller prove it was delivered when it has no tracking number and you never got the item

If the tracking number shows received then No there is no refund.
If there is no tracking number and the buyer files a Item Not Received claim the seller will refund.
Sellers are not required to use tracking BUT lack of tracking can result in refunding the honest and dishonest buyers.
eBay refunds nothing. All refunds come from the seller. eBay may have to assist but the money is from the seller.
Also please use punctuation. It really helps the reader know what you are asking.

The seller can not prove to eBay that the item was delivered if there is no tracking. The seller would have to refund if an item not received case was opened.

Sellers who do not use tracking should ask their buyer if they have informed delivery prior to refunding. I have had several situations where USPS had to pony-up the cost of the lost item because I had the proof it should have been in my mail that day but wasn't.
I am not a fan of untracked items, but if the seller got the item all the way there and USPS drops the ball, there should be some accountability on USPS' part -- especially when we're paying increases like 3 times a year.

If tracking says received, that is good enough for eBay and you don't get a refund. There is a scam where a cheap items is sent to an address in your zip code. Yep, that is good enough for eBay.
If that happens, come back here before you do anything and we can assist. Be sure to always pay be credit card. There is added protection when you do.
That scam is one of the fastest growing out there now.
