I´m still waiting for my order (during 4 months now). And I asked about this problem two months ago via resolution center (request Ref #5140042192) and seller answered:
"Dear friend, I am sorry for your long waiting. We have checked our sales record and we sent it to hk post office on 2017-04-27 Generally speaking, delivery time may take up to 5-7 weeks to your place due to strict Custom Inspection. Could you please wait for more days? Sometimes, we cannot help it due to strict Custom Inspection, sorry again. We appreciate your patience and understanding Please trust me that we are serious dealer in this field for many years, Thanks".
I waited more. Two months more passed but I'm still waiting and now I can´t reopen the case because the system doesn´t see the order then I try to write the message! How I can reopen the case or open another one? The seller doesn´t answer on my messages.

I paid with card. I didn´t use PayPal. Now I understand what it was my fault. Ok, thank you for information. I don´t have my money and I don´t have my order and I can´t write my feedback to the seller. I will know this for the future. I have to use PayPal. Thanks.

Find your payment on this page and open an Item Not Received dispute:
Then immediately* click Escalate to PayPal at the bottom of the page.
Ignore, if the seller contacts you now. Just wait for your refund.
*otherwise, you will time out again

First, ebay only gives you 30 days after the last estimated delivery date to open a case. And you cannot reopen a case that's been closed.
As already mentioned, try PayPal since they give you 180 days after the transaction date to open a case.

Yes, do a chargeback on your credit card. By the way, you only have 60 days to leave feedback. You're way past that deadline.
