I didn't get a parcel due to global shipping program again

Hello, My parcel did not arrive to me (to Thailand).

What's happen?
The status show that I should get a parcel on 6 May 2020.

or

Will I get it on 21 May - 27 May 2020?

This is a second time that I have a problem with a  global shipping program

And I can say that I want an item more than refund.

You haven't even reached the estimated delivery window yet and shipping all over the world is backed up and delayed right now. Give it more time.

I have international packages that are taking forever to arrive - they haven't shown movement in over a month (must be going by boat) and I hope my buyers will be patient enough to not file claims on the first day eBay lets them!

Just wait for a week.
