I can't add more than one shipping class in the bulk editor

Im in japan and the jpost just increased their rates.  I am trying to use the new bulk editor but it wont let me add other classes.  I try clinking  on the "plus" button but nothing happens.  it is the same in the international shipping too. 

the apply button also wont work.  is there anyway to get the old bulk editor back?

Once you add the shipping cost and click on apply, you will see the option to add another shipping option.

I change the shipping but the apply button also wont work.  I just switched back to the old bulk editor
