I made this purchase as a guest. I admit that I am guilty of not reading thoroughly before making the purchase and didn't realize I was not buying a 4GB card, I purchased a 2GB card. A mistake, if you will.
When I try to request a refund, the sellers interface forbids refunds after 1 hour. It has been less than an hour but this practice concerns me. I'm hoping this will not turn into 4 to 6 weeks of back and fourth.
I did send the buyer an e-mail, however, at this hour of the day, I'm pretty sure it will take longer than the 1 hour requirement. I wasn't aware that eBay doesn't offer phone support.
What is suggested at this time?

You can request to cancel an order within an hour or after an hour but keep in mind that the seller has to agree to cancel...they can accept or decline it.

Once you put in the request, you'll just have to wait for response.
If the seller declines your cancellation request, or if they've already shipped your item, you’ll need to wait until you receive the item and then start a return request.

Thank you for responding. I can say with 100% confidence that I will not be shopping on eBay again, ever! I bought a motherboard to go with the graphics card but have to cancel that transaction as well because of compatibility issues that arises in finding a combo motherboard/graphics card set. I had too many pages open and thought I was researching the right way but I just made a big old mess.
Here's the problem, the seller of the motherboard has the same set up! I can't even put in the request for cancellation, as if at 5:30 on a Sunday morning the seller has already run it to the post office. But even MORE frustrating is that ebay had me create an account in order to cancel the graphics card purchase, and then create a second account to cancel the motherboard purchase. By the time I finally figured out how to get the motherboard transaction to appear, the 1 hour window has closed.
I intended to turn right around and purchase the correct graphics card/motherboard combination but there's no way I will be doing it on eBay. Apparently I have to open a paypal account in order to cancel that 2nd transaction.
What was the point of offering a guest checkout?
EVERY time I try and do something on this site it wants me to create yet one more account!! This is ridiculous!

Did you cancel order by contacting seller through the order confirmation email?
It lets you "contact the seller" to request to cancel the order with those two options above (within an hour and after an hour).
Unfortunately, it doesn't mention anything specifically if you need to cancel an order made in error except for changing shipping address but I guess you can request a cancellation the same way:

Don't blame ebay for your mistakes. You purchased 2 items without reading details in the listings and now want to blame ebay because you can't get a refund minutes after purchasing. RELAX!!!!!!! If you seller sends the items to you, you can easily ask to return them. You just need to be patient. You will get your money back but its not gonna happen in 5 seconds.

It wont allow me. It will only take me to a page that tells me to create a password, which I've already done, as you can see, I have an account already, otherwise I wouldn't be able to post here. Attached to this new account is only the graphics card. What makes me even more upset about it is it's one of those fake Chinese knockoffs, they used the same name to trick the buyer into thinking it is the Geforce 1050Ti. So thinking I got the Geforce ti, I got the motherboard after spending HOURS researching which motherboard is compatible with the card. I purchased them separately as a guest. I didn't realize I had been duped until I got a purchase confirmation e-mail and saw it's only 2GB. The Geforce is a 4GB card.
So I was able to request a refund for the card but the motherboard is not attached to my account. Ebay wants me to create a 2nd account in order to request the refund for the 2nd purchase... but that isn't the end of it, not only am I supposed to create a 2nd account with eBay, now paypal also wants me to create an account.
I don't want ANY account. I don't want my financial information stored on ANY site.
I usually make my purchases through Amazon. I have an account but it's not required that I leave my banking information and credit cards laying around for hackers to get hold of. On Amazon, you make your purchase and after the card has been debited, you remove the card from the account.
I did contact the seller on the motherboard with this account, but because the purchase isn't attached to ANY account, I attached the receipt to my communications with him.
I'm furious. Now my money is going to be tied up for weeks and I will have no card and no motherboard until I'm reimbursed. I saved for this. I am on a budget.

Don't condescend to me. I intended to be a paying customer and I can tell you that between my initial experience, which is frustrating enough, in and of itself, you are someone who represents the attitudes of vendors on eBay, it's all the more reason for me to stick with Amazon.
It's too scammy around here, and the seller attitudes seem to be **bleep** poor.

For clarification sake, even though I have created this account which I am posting on, I keep getting taken back to this page. I'm already logged into an account which only has 1 purchase on it and I can't access this account because after clicking the e-mail link to initiate a refund on the 2nd purchase, I'm continually redirected here:

Occasionally, these things happen and sometimes buyers will not read the listing with understanding and inadvertently buy the wrong item for which they have no use.
In situations where this has happened to me, at the buyer's request, I will cancel the transaction and move on because its easier to cancel the transaction than be bothered with a return request, initiated by the buyer.
Personally, not cancelling a buyer's transaction request, seriously, is not worth the hassle of dealing with an open case and negative feedback. Of course, this is simply my point of view.

Sorry you are having problems with purchasing! eBay's Money Back Guarantee is one of the strongest buyer protections online.
Per the blue above... Not certain this is going to work for you. Think about this from the SELLER'S perspective. Seller gets and order from a Guest account. Then the seller gets an email from an eBay account asking that the order be canceled. Since the seller can not see ANY private information on your eBay account, the seller has no way to confirm that the eBay account goes with the Guest account. Therefore, any smart seller is going to ship the item to avoid sanctions, defects or demerits against their selling account.
We have seen a number of scammers operate like this and it is a well know scam. [buy from one account and try to make changes from another account] Not saying you are scamming at all, but the approach taken has that appearance. If it were me I would ship the item to you. No amount of "proof" would be enough to stop me from doing that and the more you screamed and hollered, the more I would be convinced you were a scammer. The nastier you get with the seller isn't going to help either. just saying
So I know you are upset, I get it. But if you can find a bit of peace, understand that when problems occur the best approach is a rational business like approach and not an emotional one. Some people will stop dealing with you if you respond emotionally. Look, I'm just saying.
I know I am mad when I mess up. But hey it happens to all of us - it's the human condition. But to get furious because there isn't an instant fix to your problem is unfortunate. You are protected under the MBG so you will get your money back from your eBay purchase. It just may not be as fast as you like.
As you wait for the process to play out take that anger, frustration and furry to heart and use it to motivate you to fix whatever caused this problem. That is what athletes and successful people do, use the negative experience to motivate them to do better in the future.

To complicate matters further, eBay does not require a seller to agree to cancel a buyer's purchase, & sellers are not required to reply to buyer communications.
